USPA NEWS - Emmanuel Macron, President of the French Republic, addressed, today, his first speech from the 72nd United Nations General Assembly with a forty five minutes speech in NY a few hours after the address of his American counterpart Donald Trump. President Macron began his generality speech to personalize it more and more in the course of his speech, which was warmly applauded by the international audience. He introduces his speech by the situation in Syria, and then declines on fighting against terrorism, protecting and preventing the political, ethnical and climatic migrations
Macron´s dialectic is based on an implacable and literary logic, imbued with great humanity. This is part of a great tradition of the former French leaders, who followed the declaration of human rights, of the time when it represented a strong and emblematic affirmation of France, the homeland of Liberty, Fraternity Equality. He took a strong position in favour of the 400 000 Rohyngas, needing to be protected,a s well as the climatic migrants. ROHINGYAS ARE VICTIMS AND SO ARE THE POLITICAL CLIMATIC AND ETHNIC MIGRANTS  These migrations are political, climatic, ethnic; these are every time these roads of necessity. Necessity is today the flight, faced with the persecutions against which the Rohingyas are victims. More than 400,000 refugees, the majority of whom are children. Military operations must cease, humanitarian access must be assured, and the right re-established in the face of what is known, as we know, ethnic cleansing. France will take the initiative in the Security Council on this subject.------------------- The necessity is the departure to save his family when the war is raging and that international humanitarian law is no longer respected, but instrumentalized, as in Syria in the strategy of violence of the actors; exile, when the defenders of freedom are the first targets of the powers in place. The protection of refugees is a moral and political duty in which France has decided to play its part. By supporting the Office of the High Commissioner for Refugees wherever it is needed, by opening legal resettlement channels closest to the conflict zones, in Lebanon, Jordan, Turkey, but also in Niger and Chad, by defending the right asylum and full respect for the Geneva Convention.--------------------------------------------------------------------------------- On August 28th in Paris, we brought together African and European countries most directly concerned by migratory flows on the road to the central Mediterranean. We have adopted a roadmap whose priority is to fight traffickers who trade in poverty. We must put an end to the intolerable violations of human rights by establishing a humanitarian infrastructure with UNHCR and IOM, helping countries of origin and transit to better control flows.----------------------------------------------------------------- But if, faced with terrorism and migration, short-term responses are needed to manage crises, it is our political will to address the root causes of all these instabilities that is at stake today. These migrations, this terrorism, these are political challenges above all, profound, for all of us. For the deep, moral, civilizational causes, if we wish to raise them, it is by a true policy of development that we can do it. That is why I decided that France would play its role in setting the target of spending 0.55% of our national income on official development assistance within five years." President Macron said

"MONEY IS NOT SO THE MAIN QUESTION SAYS PRESIDENT MACRON I thank you for your applause, but I want to temper them somehow. First of all because I know that some are waiting more and that is never enough and France today is not enough at this rendezvous; but mostly because it is not so much money that is the main issue. It is the effectiveness of this money. That is what we are aiming for. It is to better evaluate, it is to be better to be in responsibility on this money, that all we put. So, yes, I want France to be at the rendezvous of official development aid, but I want above all that this official development aid should be the subject of more innovations, more intelligence, different methods , greater responsibility on the ground, that's what I want with you. What is at stake today is that this official development aid comes on the ground in a simple, efficient way, being evaluated, goes to the destination originally sought, that is what we wanted to do for example with the Alliance for the Sahel that we launched with the European Union, the World Bank and UNDP.-------------------------------------- THE SAHEL ALLIANCE WITH THE EU, THE WORLD BANK AND THE UNDP------------------------------------------------ Second, it is to have clear priorities, the first is to invest in education because it is through education that we will win this battle against obscurantism, the one that is today countries, entire regions, in Africa as in the Near and Middle East. And I call on the international community to be present in February 2018 in Dakar for the reconstruction of the global partnership for education that France will co-chair with Senegal. In this struggle for development we also need to support the place of women, culture and freedom of expression. Wherever the place of women is challenged, flouted, it is development that is blocked, it is the capacity of a society to emancipate itself, to take its rightful place which is thus blocked, it is not no matter of society, it is a struggle of deep civilization, it is our struggle, it is our values “‹“‹and they are not relative, they are eminently universal on all continents, all latitudes. Wherever culture is flouted there too, it is our collective capacity to face these challenges that is reduced.
